(London, July. 22, 2026) — Federated Hermes today announced the appointment of three senior investment personnel to working groups of the London Coalition on Sustainable Sovereign Debt. This is a multi-stakeholder initiative that brings together governments, international financial institutions and private-sector participants to develop practical market-based solutions for sovereign finance and debt restructuring. The Coalition is co-chaired by the UK Economic Secretary to the Treasury representing the public sector and economist, Dr. José Viñals, representing the private sector. The Sustainable Sovereign Debt Hub serves as the Secretariat to the London Coalition, supporting its working groups and advancing these initiatives through coordination, analysis, and stakeholder engagement.
Mohammed Elmi, CFA and Jason DeVito, CFA Senior Portfolio Managers from the Emerging Market Debt team, will join the Coalition’s Bond Debt Workstream, while Maarten Offeringa, Portfolio Manager for Project and Trade Finance, will join the Non-Bond Debt Workstream on behalf of Federated Hermes Project and Trade Finance team.
Launched in 2025, the London Coalition aims to expand access to sustainable financing solutions for developing economies, promote greater transparency and resilience across sovereign debt markets and improve restructuring outcomes for emerging economies. The initiative brings together representatives from across the public and private sectors to develop market-based, commercially viable solutions to some of the most pressing challenges facing sovereign borrowers.
The Coalition operates through two technical working groups. The Bond Debt Workstream focuses on sovereign bond markets, and its work has included the development of debt pause clauses and other contractual innovations designed to improve debt transparency and provide greater flexibility for countries facing external shocks. The Non-Bond Debt Workstream examines ways to enhance coordination among non-bond private creditors during sovereign debt restructurings, strengthen transparency in loan markets and enhance resilience within sovereign loan contracts.
Federated Hermes‘ participation reflects the firm’s long-standing commitment to responsible investment and its belief that well-functioning debt markets play an important role in supporting economic development and financial stability.
In light of shrinking Developed Markets overseas aid budgets, and strains on multilateral development financing, ensuring the smooth and efficient capital market access to developing economies is key to their long-term economic growth and long-term prosperity. We are pleased to contribute our expertise to the London Coalition’s work and support efforts to develop practical market-based solutions that can help improve outcomes for borrowers, creditors and societies. Bringing together public and private sector perspectives is essential if we are to deliver meaningful progress and real-world impact.
